Cyber-ecological Concept of Organizational Changes and Development of Sensitive Sectors

The main goal of this article is to present the problems related to development of sensitive sectors based on Nizard's theory of organizational changes. The above theory analyzes the adaptation of companies to the environment. According to this conception there are two types of organizational changes: type I - defensive and type II - progresive. The theory concludes that only changes of type II lead to high standard of the companies development. In addition, the theory can be applied to the development of the sensitive sectors.
