Wykorzystanie logistyki w gospodarowaniu odpadami komunalnymi

W artykule przestawiono problematykę gospodarowania odpadami komunalnymi. Wyszczególniono główne kierunki gospodarki odpadami w gminie w oparciu o obowiązujące przepisy krajowe i unijne. Wykazano potrzebę wykorzystania logistyki odpadów w skutecznym gospodarowaniu odpadami komunalnymi. Podano zasady opracowania zintegrowanego systemu logistycznego wspierającego gospodarkę odpadami na potrzeby gminy. Jako przykład realizacji ustawy o odpadach przytoczono plan gospodarowania odpadami komunalnymi dla m.st. Warszawy. Plan ten oceniono pod kątem spełniania wymogów systemu logistycznego. Omówiono trudności w realizacji ustawy o odpadach przez gminy.

The article presents the problem of municipal waste management in Poland. The main directions of waste management in the municipalities are listed in accordance with applicable national and EU regulations. It has been shown the need to use the logistics of waste in the effective municipal waste management. The principles needed to establish an integrated waste management logistics system in the municipality are described. As an example the plan of municipal waste management for the City Warsaw was presented. This plan was evaluated for compliance with the requirements of the logistics system. In conclusion there are discussed difficulties in the implementation of the Waste Act by the municipalities.
