Przywrócenie zdegradowanych systemów rzecznych do warunków, w jakich możliwe jest normalne funkcjonowanie wodnego transportu śródlądowego, jest problemem niezmiernie aktualnym, wszakże zupełnie nienowym. Celem artykułu jest przedstawienie w ujęciu historycznym problemów, jakie napotykały władze państwowe i samorządowe z przywróceniem prawidłowego użytkowania dolnego odcinka Wisły. Ramy czasowe poruszanego zagadnienia obejmują lata 1920-1939, czyli okres przynależności ówczesnego województwa pomorskiego ze stolicą w Toruniu do II Rzeczypospolitej Polskiej.

Restoring degraded гіѵег systems to conditions in which a normal functioning of the inland navigation transport would be possible is a particularly topical question; however it is not a new one. The goal of the article is to present a historical overview of problems encountered by the central and local authorities while attempting at restoring the correct exploitation of the lower Vistula section. The timeframe of the discussed issue are the years 1920-1939, i.e. the period when the then Pomorskie Voivodeship with its Capital in Toruń belonged to the 2nd Republic of Poland.
