Organy i instytucje Wspólnej Polityki Bezpieczeństwa i Obrony Unii Europejskiej

W 1999 roku państwa Unii Europejskiej zadecydowały o ustanowieniu Europejskiej Polityki Bezpieczeństwa i Obrony. W tym celu przystąpiły do tworzenia organów i instytucji, które umożliwiłyby prowadzenie prac związanych z planowaniem i podejmowaniem działań w dziedzinie bezpieczeństwa i obrony. Do organów tych autor zalicza rady, komitety i grupy robocze, w których są reprezentowane wszystkie państwa członkowskie Unii Europejskiej. Instytucje są obsadzane przez personel państw unijnych wyłaniany w drodze decyzji politycznych lub konkursów. Podczas wykonywania obowiązków personel jest zobowiązany do przestrzegania zasad bezstronności i niewyróżniania interesów narodowych własnego państwa. W artykule omówiono struktury Wspólnej Polityki Bezpieczeństwa i Obrony oraz przedstawiono podporządkowane jej organy i instytucje. Autor wyjaśnia ich genezę i zadania oraz omawia finalnie opracowywane dokumenty. Uwagę koncentruje zwłaszcza na instytucjach nowo utworzonych, takich jak Europejska Służba Działań Zewnętrznych.

One of the biggest challenges of the European Security and Defense Policy after its establishing in 1999 was to appoint adequate tools which would enable precise and unanimous execution of implied tasks. The created tools include CSDP institutions. The author defines councils, committees and working groups where all European Union member states are represented. The institutions are manned by personnel of the member states selected as a result of political decisions or conducted posts' competitions. The personnel during their duties is obliged to execute tasks impartially regardless of their nationalty. This article is also a concise presentation of the CSDP structures, including a simplified subordination of the most important organs and institutions. The author describes reasons of their creation, their tasks and their final "products". Special focus has been given to the newly-created entities like the European External Action Service.
