Celem artykułu jest analiza uwarunkowań wykorzystania biomasy na cele energetyczne na szczeblu lokalnym. Zwrócono przede wszystkim uwagę na prawne podstawy wykorzystania biomasy i rolę władz lokalnych w kreowaniu polityki energetycznej gminy. Inne ważne aspekty wykorzystania biomasy dotyczą poziomu świadomości ekologiczno-energetycznej społeczeństwa oraz możliwości finansowania działań zmierzających do wzrostu wykorzystania biomasy na cele energetyczne.

The purpose of the article is the analysis of conditions for utilization of biomass for energetic purposes at the local community level. Has paid special attention to the legal basis for the use of biomass and the role played by local administration in creating the energetic policy for the community. Other important aspects of using the biomass concerns the level of society environmental and energetic awareness as well as funding opportunities for the public actions aimed at the growth of utilization of biomass for energetic purposes.
