Ocena ryzyka operacyjnego w transporcie publicznym

Wymagania stawiane obecnie operatorom transportu zbiorowego na świecie nie ograniczają się już tylko do zapewnienia wysokiej jakości usług. Coraz częściej wiodącym kryterium funkcjonowania firm transportowych staje się bezpieczeństwo przewozu. Wynika to nie tylko z wymagań stawianych przez jednostki samorządowe zawiadujące transportem, ale również z coraz wyższej świadomości społecznej, która po zamachach terrorystycznych stawia bezpieczeństwo na pierwszym miejscu. Na świecie już kilka wysoko rozwiniętych państw wdrożyło obowiązek opracowania dla przewozów zbiorowych Systemów Zarządzania Bezpieczeństwem (Belgia, Holandia, Australia, USA). W artykule przedstawiono propozycje interpretacji Systemu Zarządzania Bezpieczeństwem (SMS) dla przewoźników zbiorowych. Punktem wyjścia są wymagania w zakresie SMS, mające swoje źródło we właściwych przepisach prawnych dla transportu kolejowego, lotniczego i morskiego. Celem opracowania jest praktyczna interpretacja wymagań SMS dla przewoźników zbiorowych oraz przedstawienie kolejnych kroków w zakresie wdrożenia narzędzi oceny ryzyka procesowego.

Requirements set now to operators of public transport in the world are no longer confined only to the ensuring of high quality services. Increasingly often, a safe transport becomes the leading criterion for the operation of transport companies. This results not only from the requirements of local governments managing the transport, but also from higher and higher social awareness that after the terrorist attacks puts safety first. Worldwide, a few highly developed countries have already implemented the obligation to establish the public transport Security Management Systems (Belgium, Netherlands, Australia, USA). The paper presents proposals for interpretation of the Safety Management System (SMS) for public carriers. The starting point are the requirements for SMS which have their origin in the relevant legislation for rail, air, and sea. The paper is aimed at practical interpretation of the SMS requirements for public carriers and at presentation of the next steps in the implementation of tools for the process risk assessment.
