Ekonomiczne skutki polityki wodnej Unii Europejskiej dla Polski

W referacie omówiono podstawy i zasady ustalania opłat za usługi wodne na podstawie Ramowej Dyrektywy Wodnej Unii Europejskiej. Uwzględniono koszty zasobowe i koszty ekologiczne. Opisano także zasady wykonywania analiz ekonomicznych w ramach Planów Gospodarowania Wodami na przykłądzie Pilotowej Zlewni Narwi. Przeprowadzono także analizę kosztów dostostowaczych do wymagań Unii Europejskiej w gospodarce wodno-ściekowej ze szczególnym uwzględnieniem wymagań Dyrektywy 91/271/EWG.

The principles of fixing prices for water related services, on the basis of the Directive 2000/60/EC, are discussed in the paper. Ecological costs and resource costs are reviewed. The principles of elaborating economic analysis within the framework of the Water Management Plans in River Basins are presented using the Pilot Narew River Basin as an example. An analysis of harmonization of water management costs with the requirements of the European Union is conducted with special emphasis paid to the terms of the Directive 91/271/EC.
