Idea zrównoważonego rozwoju w dokumentach polityki transportowej
At the threshold of 21st century one can observe a remarkable increase in people's mobility as a result of social -political changes. They generate new kinds of transport needs of a society, that in turn, create new challenges for transport operators. New mobility needs realized since the half of the past century with the rapid increase of individual transport bring dramatic global results connected with the running low of natural resources, environment degradation and limitation of space, mainly in urban areas. Ecological problems have promoted an idea of a balanced development, a principle that is becoming a determinant of the development of all spheres of human life, including transport - as one of a chief "poisoner" of the environment. Modern transport policy should aim to allow for the realization of mobility in demand, restricting the increase of individual transport use and all resulting negative effects at the same time. The article presents the transmission of eco-development principles into a balanced transport functioning, reflected in the documents of European Union and other international organizations, that voice their opinion on transport development. Special attention was devoted to the standpoint of UITP (International Union of Public Transport), concerning the following issues: car-parks policy, tariffs system, the availability of public transport, the role of a fast rail transport, a selected bus line as well as shaping the quality of a balanced public transport.
