Opinia prawna dotycząca przedstawionego przez Prezydium Sejmu projektu uchwały w sprawie zmiany Regulaminu Sejmu Rzeczypospolitej Polskiej (druk nr 389)

On 14 May 2024, the Presidium of the Sejm tabled a draft resolution amending the Standing Orders of the Sejm of the Republic of Poland. The draft resolution was aimed at increasing the transparency of the legislative procedure, as well as limiting its speed and involving the public in the procedure; the draft resolution was related to the need to implement the so-called milestones of the National Recovery and Resilience Plan. In the author’s opinion, the solutions proposed in the draft, such as using public consultations more broadly, laying down the obligation to draw up, by the experts of the Chancellery of the Sejm, regulatory impact assessments of bills tabled by deputies, laying down the obligation to accompany amendments to bills with explanatory memoranda as well as making public hearings more important achieve the goals of the authors of the draft resolution.
