It also indicates the differences and common features of an emergency and states of emergency. There is also a description of the crisis management structures of public administration as a stock example of activities taking place during the state of necessity that leads to changes in the organization of the public administration, more specifically - introduced changes in the subordinate organization and how to perform their tasks, regardless of their type. The last chapter of the work relates to emergency planning in the public administration.
