A cooperation of communes with non-governmental organizations on the example of the Commune Padew Narodowa and Communes of Baranow Sandomierski in 2013

At this work a cooperation of communes with non-governmental organizations is a fundamental taken research problem on the example of the Commune Padew Narodowa and Communes of Baranow Sandomierski. The first chapter contains the theoretical basis for the municipalities and NGOs, including the characteristics of the municipality, as the basic local government units and legal framework for NGOs and their functions.Chapter Two, like the first, is one of the theoretical part of the work. He was devoted to issues of cooperation of local governments and non-governmental organizations, including the legal and local conditions, the forms and the rules of cooperation.The third chapter is part of the empirical. Deals with the issues of cooperation of municipalities and NGOs, puts the reflection, if indeed it takes place on the principles contained in the Act on Public Benefit and Volunteer (UDPP). The chapter uses information from the website municipalities, from the analysis of documents and interview.The fourth chapter contains the conclusions of the study and analysis of the literature and recommendations on good practice aimed at improving cooperation. The study employed a descriptive-comparative, in-depth interview and analysis of the contents is the documents.

Praca podejmuje problem współpracy jednostek samorządu terytorialnego z organizacjami pozarządowymi. Empiryczny przykład współpracy stanowią kooperatywne działania obu stron w gminach Padew Narodowa oraz Baranów Sandomierski. Rozdział pierwszy zawiera podstawy teoretyczne dotyczące gminy i organizacji pozarządowych, w tym charakterystykę gminy, jako podstawowej jednostki samorządu terytorialnego oraz podstawy prawne funkcjonowania organizacji pozarządowych i ich funkcje.Rozdział drugi, podobnie jak pierwszy, zalicza się do teoretycznej części pracy. Poświęcony został zagadnieniom współpracy jednostek samorządu terytorialnego i organizacji pozarządowych, w tym prawnych i lokalnych uwarunkowań, form oraz zasad współpracy.Rozdział trzeci jest częścią empiryczną. Dotyczy problematyki współpracy gmin z organizacjami pozarządowymi, poddaje pod refleksję, czy rzeczywiście odbywa się ona na zasadach zawartych w ustawie o działalności pożytku publicznego i o wolontariacie (UDPP). W rozdziale wykorzystano informacje pochodzące ze strony internetowej gminy, z analizy dokumentów i wywiadu.Rozdział czwarty zawiera wnioski z przeprowadzonych badań oraz z analizy literatury i rekomendacji dotyczące dobrych praktyk mających na celu ulepszenie współpracy. W pracy wykorzystano metodę opisowo-porównawczą, wywiad pogłębiony oraz analizę treściową dokumentów.
