Communal policy preventing alcoholism on the example of the Zamość city.

This work presents the tasks of local government, in particular the commune, in dealing with addictions. In this work we focused mainly on demonstration of the activities that prevent the addiction, which is alcoholism. Tasks relating to the fight against addictions are included in the National Health Program for years 2007-2015 and in the design a National Health Program for years 2016-2020 on the basis of which the policy of public health is carried out. The work shows tasks of commune in the field of struggle with the problem of addictions on the basis of legal documents as well as planning and proper actions of local government. The main act which the realization of these tasks is based on is the Act on Upbringing in Sobriety and Counteracting Alcoholism.

W pracy przedstawiono zadania samorządu terytorialnego, w szczególności gminy, w zakresie przeciwdziałania uzależnieniom. W pracy tej, skupiono się przede wszystkim na wykazaniu działań odnośnie zapobiegania uzależnieniu, jakim jest alkoholizm. Zadania dotyczące walki z nałogami, zostały uwzględnione w Narodowym Programie Zdrowia na lata 2007-2015 oraz w projekcie Narodowego Programu Zdrowia na lata 2016-2020, na podstawie, których realizowana jest polityka zdrowia publicznego. W pracy zostały ukazane zadania gminy z zakresu postępowania z problemem, jakim są uzależnienia, w oparciu o dokumenty prawne a także planistyczne i właściwe działania jednostek samorządu terytorialnego. Głównym aktem, na którym opiera się realizacja tych zadań jest ustawa o wychowaniu w trzeźwości i przeciwdziałaniu alkoholizmowi.
