Social welfare institution - in response to the phenomenon. On the example of social assistance institutions and the problem of homlessness.

Niniejsza praca jest próbą diagnozy praktyk wybranych instytucji systemu pomocy społecznej, ich legitymizacji oraz przyjmowanych przez instytucje wartości, a także sposobów funkcjonowania osoby bezdomnej w środowisku instytucjonalnym i ulicznym.Praca zawiera przegląd wyróżnionych w literaturze sposobów reakcji na zjawisko bezdomności, w zależności od teorii społecznej, w której kwestia ta jest ujmowana, a także znanych dotychczas koncepcji instytucji. Ponadto opisuje historyczny kontekst rozwoju instytucji pomocowych oraz lokalny wymiar pomocy instytucjonalnej w Krakowie. Biorąc pod uwagę rozwój badań nad bezdomnością i uznając szczególny charakter zjawiska autorka przywołuje wyróżnione etapy bezdomności oraz zdiagnozowane do tej pory sposoby i strategie radzenia sobie w trudnej sytuacji życiowej. Analiza problemu oparta jest o wybrane teorie – m.in. „siatki i grupy” Mary Douglas, „strategii i taktyk” Michaela de Carteau oraz funkcji jawnych i ukrytych Roberta Mertona.

The thesis is an attempt to diagnose practices of selected social assistance institutions, their legitimacy, values, and ways in which homeless people function in the institutional and street environment. The thesis provides an overview of the ways in which homelessness is reflected in the scientific literature, depending on the social theory in which the issue is reccognized. In addition, it describes the historical context of the development of welfare institutions, and the characteristics of the local dimension of institutional assistance in Krakow. Taking into consideration the development of homelessness research and recognizing the special nature of the phenomenon, the author invokes the stages of homelessness and the ways and coping strategies with difficult life situations. The analysis is made in the light of selected theories – Mary Douglas's "groups and grids", Michael de Carteau's "strategy and tactics" and Robert Merton's overt and hidden functions.
