Analiza dostępności do świadczeń onkologicznych – sukcesy, problemy i próby ich eliminowania w ciągu trzech lat od wprowadzenia szybkiej terapii onkologicznej

The study aims to analyse the systematic changes in and the access to the oncological health benefits as well as the successes achieved and the problems emerged during the first three years of the early oncological treatment implementation in Poland. The study begins with a thorough characterization of the epidemiology of oncological diseases and presents an overview of Polish oncological hospitals. Attention was also paid to the funding which had been provided until 2015 with an emphasis on the considerable problems in it which emerged after the Card of Oncological Diagnosis and Treatment (In Polish, DiLO) had been introduced. The next part of the study presents the process which a patient should undertake from the moment of the disease diagnosis or the suspicion of the disease and related problems such as those caused by the flawed system of the oncological treatment. The study provides possible measures to resolve those problems and ameliorate the overall situation with the oncological treatment in Poland.

Celem pracy jest analiza zmian systemowych, dostępności do świadczeń onkologicznych, omówienie sukcesów oraz problemów, jakie zaistniały w ciągu trzech lat od wprowadzenia szybkiej terapii onkologicznej. Na początku scharakteryzowano epidemiologię chorób nowotworowych, omówiono istniejące w Polsce ośrodki onkologiczne. Przyjrzano się również finansowaniu leczenia onkologicznego do 2015 roku oraz wskazano istotne problemy, które pojawiły się po wprowadzeniu karty Diagnostyki i Leczenia Onkologicznego. W dalszej części przedstawiono proces, jaki musi przejść pacjent od momentu stwierdzenia lub podejrzenia choroby nowotworowej, problemy, z jakimi spotyka się pacjent onkologiczny, w tym - spowodowane wadliwym działaniem systemu oraz przedstawiono możliwe działania w celu ich rozwiązania.
