Citizen attitudes and social policy towards LGBTQ+ people in Poland and the Netherlands

Praca omawia zagadnienie stosunku obywateli do osób LGBTQ+, a także stanu polityki społecznej ukierunkowanej na prawa i wolności osób nieheteronormatywnych i niecispłciowych na terenie Polski i Holandii, w oparciu o istniejące badania i raporty. W pierwszym rozdziale wyjaśniono podstawowe pojęcia potrzebne do lepszego zrozumienia całości pracy; przytoczony zostaje wątek liczebności tytułowej społeczności, a także jej rys historyczny na obszarze Europy, Polski oraz Holandii. Drugi rozdział skupia się na opisie stosunku obywateli w świetle badania Ipsos z 2021 roku, a także na przedstawieniu działań z zakresu polityki społecznej na podstawie wniosków płynących z raportów sporządzonych przez ILGA- Europe oraz OECD. W ostatnim rozdziale pracy przeanalizowane zostało orzecznictwo polskie, w sprawach związanych z prawami i wolnościami osób LGBTQ+, a także judykatura międzynarodowa, a dokładnie orzeczenia Europejskiego Trybunału Praw Człowieka. Rozstrzygnięcia te, wyznaczają kierunek, w którym powinna zmierzać polityka prowadzona przez europejskie państwa. Następnie przedstawione zostały wnioski, podsumowujące wyniki badań, przytaczanych w drugim rozdziale pracy, a także generalne konkluzje, wskazujące na zależność pomiędzy nastrojami społecznymi wobec osób należących do mniejszości LGBTQ+, a działaniami z zakresu polityki społecznej prowadzonej przez państwo.

The paper discusses the issue of citizens' attitudes towards LGBTQ+ people, as well as the condition of social policies aimed at the rights and freedoms of non-heteronormative and transgender persons in Poland and the Netherlands, based on existing research and reports. The first chapter explains the basic terminology crucial for a better understanding of the work as a whole; it cites the size of the LGBTQ+ community, as well as its historical outline within Europe, Poland, and The Netherlands. The second chapter focuses on describing the attitude of citizens in light of the 2021 Ipsos survey, as well as on presenting social policy measures based on the conclusions of reports prepared by ILGA- Europe and the OECD. The last chapter of the work analyzes Polish judicature, in cases related to the rights and freedoms of LGBTQ+ people, as well as international judicature, specifically the rulings of the European Court of Human Rights. These rulings set the direction in which the policy pursued by European countries should be heading. This is followed by conclusions, summarizing the results of the research cited in the second chapter of the thesis, as well as general conclusions indicating the relationship between public attitudes toward LGBTQ+ persons and social policy actions provided by the government.
