Can Polish Administration Be 'Inteligent'?

(The abstracted paper is also published in English: Ibid. 2005, Nr 1a(40)05, pp.97-110). The paper deals with the idea and practice of an 'intelligent' administration. There are several differences between the 'intelligent enterprises' (industrial enterprises and those dealing with services) and public administration. What they have in common, is the necessity of using modern technologies (HT, IT) in their everyday activities and of employing people with specific skills and knowledge levels (intelligent employees). For Poland to achieve an administration which can be perceived as an 'intelligent' one, a number of conditions should be fulfilled, including some external and internal expectations to be met, first of all those that are expected by society and, last but not least, by the European Union. The most important of these are described in the article.
