Historia przepisów regulujących ruch drogowy oraz bezpieczeństwo w komunikacji

Opracowanie ma umożliwić prześledzenie drogi, która po 100 latach doprowadziła do aktualnie obowiązujących przepisów i rozwiązań chroniących bezpieczeństwo w komunikacji. Dzięki szczegółowemu umówieniu treści przepisów, Czytelnik będzie mógł odnaleźć podstawowe informacje i poznać ciekawostki, dotyczące obowiązujących przed laty rozwiązań, regulujących ruch samochodowy i związane z nimi delikty, poczynając od uregulowań zaborców z początku XX w., dotyczących ruchu drogowego i odpowiedzialności sprawców wypadków na terytorium II Rzeczypospolitej. To m.in. niżej opisane akty prawne oraz zastosowane w nich rozwiązania stanowiły fundament, na którym opierają się dziś obowiązujące przepisy - m.in. ustawy z dnia 20 czerwca 1997 r. - Prawo o ruchu drogowym, ustawy z dnia 5 stycznia 2011 r. o kierujących pojazdami oraz ustawy z dnia 6 czerwca 1997 r. - Kodeks karny, w której znajdują się przepisy penalizujące zachowania godzące w bezpieczeństwo w komunikacji.

The aim of the paper is to help the reader trace the way which after a hundred years has led to the current regulations and solutions protecting transport safety. The regulations are presented at length, including both the basic information and interesting details concerning the vehicle traffic rules valid years ago as well as related offences. This history goes back to the legislation introduced by the Partitioning Powers in the early 20th c. on vehicle traffic, and the liability of accidents’ perpetrators on the territory of the Second Republic of Poland. It is, inter alia, the legal acts the provisions thereof described in the paper that provided the foundation for the current regulations - including the act of 20 June 1997 - The Law on road traffic, the act of 5 January 2011 on vehicle drivers and the act of 6 June 1997 - The Penal Code, with the provisions penalising the behaviours that are a threat to transport safety.
