Szacunek nakładów inwestycyjnych związanych z ograniczaniem dopływu do wód substancji niebezpiecznych stosownie do standardów Unii Europejskiej

Harmonizacja polskich rozwiązań prawnych, standardów i instytucji w ochronie środowiska z regulacjami Unii Europejskiej wymaga ogromnych nakładów inwestycyjnych i wiązać się będzie ze znaczącym wzrostem kosztów bieżących w tej dziedzinie. Powszechna świadomość tego faktu znajduje odbicie w dokumentach rządowych, jak również w badaniach naukowych podejmujących problem dostosowań ochronie środowiska. Niniejszy artykuł powstał w ramach projektu. Na potrzeby projektu zidentyfikowano rodzaje działalności, w których możliwa jest emisja substancji i rodzin substancji objętych przedmiotowymi dyrektywami. Następnie dokonano wyboru przedsiębiorstw i przeprowadzono ankiety. Koszty inwestycyjne zmniejszenia zrzutu ścieków przemysłowych określono na kwotę 2405 mln ECU.

Many researches on the preservation of the water were done as an opinion on the costs reletaed to the harmonisation Polish economy to the structures of European Union. The researches also concerned the adaptation of the waste water management to the EU's standards. Mainly, they focused on the water supply and the municipal waste water treatment plants. Until now, the industrial waste water problems and Polish companies' adaptation to the EU standards related to this area were treated marginally. The paper presents an opinion on the cost of investments which are necessary for Polish companies to achieve the discharge standards for cadium, mercury and other hazardous substances. It also presents an opinion on the cost as a result of appling the BAT. They let some branches of industry eliminate hazardous substances.
