Bezpieczeństwo i higiena pracy przy modernizacji maszyn i urządzeń użytkowanych w podziemnych wyrobiskach zagrożonych wybuchem (Część IV)

Poprawa użytkowości wyrobu jest celem modernizacji. Zasadniczym zagadnieniem po jej dokonaniu jest kwestia oceny wyrobu, z uwzględnieniem poziomu ingerencji w wyrób oraz osiągniętego poziomu ryzyka. Ocena wyrobu rozumiana jest zawsze, jako potwierdzenie spełnienia określonych wymagań technicznych. Wprowadzenie wyrobu po modernizacji do użytkowania, po dokonanym odbiorze technicznym, stanowi element pełnego audytu maszyn i urządzeń, rozumianego jako potwierdzenie posiadania określonych cech i właściwości wyrobu. Jest zapewnieniem o braku nieprawidłowości w ocenianym stanie technicznym maszyny lub urządzenia. Audyt polega na ocenie spełnienia przez maszynę bądź urządzenie wymagań określonych w dokumentacji techniczno-ruchowej, która powinna potwierdzać spełnienie przez wyrób specyfikacji technicznych zawartych w odpowiednich dyrektywach i innych aktach prawnych. Wynikiem audytu jest również ocena sporządzonej karty oceny ryzyka zawodowego na stanowisku związanym z użytkowaniem wyrobu.

The most substantial issue after the modernisation of some product is its assessment, which would include the level of interference in its design during the modernisation and the risk level generated by the use of the modified product. Product assessment is to be understood in two ways: either according to the act on the compatibility assessment system, as an evaluation of meeting primary criteria or as the assessment of meeting the technical requirements set out in the resolution of the Council of Ministers on the acceptance of product for use in mining facilities [9]. In case of doubt, when the modernising entity cannot assess the level of interference with the original product, as to its significance, they can apply to an appropriate certification body for an opinion on the breach of technical requirements. The introduction of a modernised product for use is preceded by functional tests of the equipment or machine and technical acceptance, based on which the authorised person will approve the modernised product for use. Current regulations do not determine the scope of introduced modifications or areas of machine and equipment modernisation which would alter the classification of used equipment as “new”. Modernisation – with the following conditions: (1) no changes are made in hazard levels; (2) no new hazards are introduced due to the use of machines and equipment and (3) the result of the modernisation is the same or higher level of safety – is not to be considered as the introduction of a new product for use or trade and does not result in the requirement to apply for a new approval for use in mining facilities. Any modifications introduced to the machine or equipment should be recorded in the operation and maintenance documentation of the product and communicated to the manufacturer, especially in the context of warranty liabilities and service agreement stipulations.
