Nakłady na ochronę środowiska i ich finansowanie w Polsce - diagnoza

W opracowaniu podjęto próbę identyfikacji składników nakładów na ochronę środowiska i ocenę ich poziomu w Polsce w latach 2000-2005. Wskazano na różnice w ich definiowaniu w statystyce GUS, w prawie finansowym oraz w regulacjach dotyczących pomocy publicznej. Omówiono także rodzaje i wielkość źródeł finansowania tych nakładów, wskazując na wzrost znaczenia kapitałów własnych przedsiębiorstw z przejściowym udziałem środków z UE.

In this article the author has attempted to identify the components of outlays on environmental protection and to assess their levels in Poland in years 2000-2005. There are indicated the differences between definitions of outlays on environmental protection in GUS statistics, in financial law and in regulations concerning public subsidies. The article discusses the types and the level of sources of financing these outlays, stressing the tendency to increase he importance of share capital of the companies with temporary resources from the European Union.
