Adaptacja do zmian klimatu jako wyzwanie polityki rozwoju miast w kontekście krajowym i europejskim

Ekstremalne zjawiska klimatyczne, takie jak: powodzie, deszcze nawalne, gradobicia, wichury, czy fale upałów to coraz częściej występujące objawy zmian klimatu. Nie wnikając w przyczynę tych zjawisk, należy zauważyć w ostatnich latach ich nasilenie, także w Polsce.

The extreme events, which are the effects of climate change, are a challenge for local development policy. Adaptation to climate change becomes a necessity, especially for cities. This article aims to answer the following questions: what does it mean to adapt the cities to climate change?; what role have the stakeholders in adaptation to climate change?; how adaptation to climate change can be included to the urban development programming process? Such questions determine the research methods used i.e.: desk and web research and participant observation. The analyzes indicate that adaptation activities can be programmed within mandatory local documents (e.g. in the environmental program). Another approach is to develop a separate programming document – Urban Plan/ Adaptation Strategy. From the point of view of city development policy, this is a more favorable way, based on governance.
