Jak zmierzyć zrównoważony rozwój – alternatywy dla PKB
Artykuł dotyczy problematyki pomiaru postępów krajów w dziedzinie osiągania zrównoważonego rozwoju. Aby mierzyć postęp niezbędne jest uniwersalne i kompleksowe narzędzie pomiarowe. W artykule zaprezentowano, zatem trudności w zbudowaniu i doborze jednego wskaźnika obejmującego kwestie zarówno ekonomiczne, społeczne i środowiskowe. Celem artykułu jest prezentacja metod pomiaru zarówno wzrostu jak i rozwoju gospodarczego wraz z analizą ich wad i zalet. Zaprezentowano tradycyjne podejście w ocenie dobrobytu społeczeństwa utożsamianego jedynie ze wzrostem gospodarczym i mierzonym za pomocą wskaźnika Produktu Krajowego Brutto. Zaprezentowano również przykłady pomiarów alternatywnych opartych na zmodyfikowanych rachunkach narodowych w postaci HDI, GPI, ISEW, EF.
The article deals with the problem of measuring the progress of countries in achieving sustainable development. To measure progress, a universal and comprehensive measuring tool is necessary. The article presents, therefore, difficulties in building and selecting one indicator, which would include issues both economic, social and environmental. The aim of the article is presentation of the methods of measuring both growth and economic development together with the analysis of their advantages and disadvantages. A traditional approach was presented in assessing the well-being of the society identified only with economic growth and measured with the Gross Domestic Product. Also presented are examples of alternative measurements based on modified national accounts in the form of HDI, GPI, ISEW, EF.
