W poszukiwaniu istoty bezpieczeństwa narodowego polski w XXI wieku

Termin „bezpieczeństwo” jest współcześnie różnorodnie i wieloznacznie rozumiany i interpretowany. Jest nierozłączny z terminami wyzwania, szanse, zagrożenia. O ile bezpieczeństwo wyjaśniamy od bytu i istnienia fizycznego do prawa i rozwoju - tak zagrożenia reinterpretujemy od globalnych do lokalnych, od wojennych do kryzysowych, od ideologicznych do narodowościowych, od symetrycznych do asymetrycznych. W takich uwarunkowaniach istotą bezpieczeństwa Polski są prawno traktatowe gwarancje, że nie stanie się ona obiektem żadnej agresji, a w przeciwnym razie otrzyma pomoc partnerów i sojuszników. Kto daje Polsce takie gwarancje? Pogłębiona analiza dokumentów i materiałów instytucji i organizacji odpowiedzialnych za bezpieczeństwo międzynarodowe pozwala stwierdzić, że tylko w Art. V Traktatu Waszyngtońskiego spotykamy taki zapis. Na tej podstawie można zakładać, iż NATO, które ewoluuje od systemu zbiorowej obrony do systemu zbiorowego bezpieczeństwa - wciąż pozostaje dla Polski najważniejszym gwarantem bezpieczeństwa, niepodległości, suwerenności, stabilności, ochrony wartości, a co za tym idzie, możliwości niezakłóconego rozwoju, wykorzystywania szans, jakie niesie współczesność, ale też mierzenia się z zagrożeniami współczesności.

The term “security” is understood and interpreted in many different and often ambiguous ways. It is inseparable from such terms as challenges, chances and threats. If we define the notion of security interpreting it from being and physical existence to law and development -the threats are reinterpreted from global to local, from wartime to crisis, from ideological to national, from symmetrical to asymmetrical. In such circumstances the core issue of Poland’s security is the legal-treaty based guarantees that it will never become the target of any aggressive actions and if it should ever happen it will get the relevant support from its partners and allies. And who gives Poland such guarantees? Thorough analysis of documents and materials pertaining to institutions and organisations responsible for the international security enables us to state that only Art. V of the Washington Treaty contains such a provision. Considering that, we can assume that the NATO, which has been evolving from the corporate defence system to the corporate security system - still remains the most significant guarantee of security, independence, sovereignty, stability and protection of values for Poland. Thus, it gives a possibility for undisturbed development, to avail from the chances brought by the contemporary times, as well as to face the threats of the contemporary world.
