Konsolidacja systemu kierowania bezpieczeństwem narodowym i dowodzenia siłami zbrojnymi

Implementing bills on emergency situations creates a good opportunity to improve works on building a national security management. Contemporary security conditions force it to be an integrated, civilian – military system. It is particularly urgent to create a national strategic centre responsible for the co-ordination of the whole national security efforts of the state (defence including). Current constitution laws make solving this issue complicated. Before correcting the constitution the President’s and Ministers’ Council’s competence should be separated. It should be assumed that the President plays the main (leading) role in managing the national security system in case of threat or war; the Council of Ministers is to be responsible for current management of the system and preparing it in the long run. Another vital task is also to consolidate the armed forces command system by decreasing the number of commands, setting up an operational command and creating better conditions for a civilian – military co-operation.
