The article discusses some aspects of establishing CO2 allowance emission trading scheme, weak points of its functioning noticed so far and the direction of necessary improvements seen by the author from the national perspective. The method of the calculation of national limit against Kyoto Protocol commitments for the particular EU-25 Member States, indicating on what kind of parameters the sector and installation limits should be calculate was presented. Due to the commitment concerning limits for SO2 and NOx for LCP from the year 2008 included in the Accession Treaty, the direction of urgent analysis preceding the decisions on the manner of fulfilment of these requirements was described in short.
