Przerzucenie i rozwinięcie sił w rejonie działań, jak i utrzymanie ciągłości ich zaopatrywania wymaga posiadania wydolnego i sprawnego systemu transportowego. W zakresie strategicznego transportu wojsk należy rozpatrywane dwa rodzaje transportu – transport lotniczy i morski, pierwszy jest bardzo drogi i szybki, drugi tani i powolny. Morski transport strategiczny na obecnym teatrze działań strategicznych odgrywa bardzo dużą rolę ze względu na dużo gabarytowe możliwości transportowe i minimalizację kosztów.
