Coraz większa liczba i brutalność ataków terrorystycznych, jakie obserwowaliśmy w końcu dwudziestego stulecia, rysuje przed wspólnotą międzynarodową pesymistyczną wizję w zakresie światowego rozwoju gospodarczego. Biorąc pod uwagę reakcje tej wspólnoty na nowe zagrożenia dotyczące transportu morskiego, Międzynarodowa Organizacja Morska widzi konieczność przyjęcia nowych, adekwatnych do zaistniałej sytuacji rozwiązań określających szczegółowo, co rządy poszczególnych krajów, przedsiębiorstwa armatorskie, operatorzy portowi oraz pozostałe zainteresowane strony winny uczynić w celu zmniejszenia rosnącego zagrożenia.

A growing number and brutality of terrorist attacks, especially at the end of the 20th century, brought to the international community a pessimistic view of the worldwide economic development. As part of the international response, addressed to the partially new threat endangering international transport and the fleet at the end of the year 2002, IMO saw the adoption of the comprehensive new regulatory regime which sets out in detail what governments, ship operators, ship's crews, port facility operators and others having interest in a maritime transport should do in order to prevent and minimize the threats.
