Gospodarka wodna jest bardzo istotnym elementem rozwoju nowoczesnego społeczeństwa. Obowiązująca ustawa z dnia 20 lipca 2017 r. - Prawo wodne miała na celu zreformowanie gospodarki wodnej, jednak przyjęte w niej rozwiązania spowodowały chaos prawny. Ustawa ta była już wielokrotnie nowelizowana, lecz jej uregulowania nadal wzbudzają szereg wątpliwości. W ramach wykonywania funkcji ustawodawczej Senat ma prawo m.in. do uchwalania poprawek do przyjętych przez Sejm ustaw. Stąd przedmiotem artykułu jest analiza i ocena działalności prawotwórczej Senatu X kadencji w zakresie prawa wodnego.

Water management is a tremendously essential element of modern society development. The Water Act dated 20th July 2017 was intended to reform the mechanisms of water management, yet the solutions adopted therein have actually caused legal chaos. The abovementioned Act had been already amended many times but despite of that, the regulations thereof still raise many doubts. As a part of legislative functions held by the Senate, among others, the Senate (the upper house of the Polish Parliament) enjoys a power to resolve amendments for legislative acts adopted by the Seym (the lower house of the Polish Parliament). Thus, the purpose and the subject matter of this article is to analyze and to assess the process of law-making activity carried out by the Tenth Term Senate in terms of water law.
