Health security in processual approach, it is constantly undertaken actions in the field of diagnosis of health threats (subjective and objective), support of solutions allowing to properly respond to challenges and threats to human health and life, strengthening the society's concern for own and other people health and life, also providing a high quality of life and self-realization to every human being. Health safety understood in this way should be recognized in two dimensions. Negative safety, related to counteraction of disease and risk, and positive safety, focused on strengthening the factors protecting people against health threats and supporting the individual in pursuit of well-being.
