One of the major questions in regional planning is how much investment one should make in each sector and region .and where to add to capacity. The allo?ation of investment, and the power of decision making in this respect, by the upper management level, for instance the Central Planner (C.P.) was the major factor influencing the decisions -at branch level in the 70-ies in Poland.
