Ewaluacja ex ante Programu Współpracy Trnasgranicznej Polska - Białoruś - Ukraina 2007-2013

The aim of this study was to evaluate ex ante the Cross-Border Cooperation Programme Poland - Belarus - Ukraine 2007-2013 based on the criteria: relevance, effectiveness, utility and consistency. The study presents the Programme evaluation in terms of its reasonableness, consistency, internal and external coherence and feasibility for each of the objectives of the Programme. This paper consists of three parts. The first one presents selected aspects of the issue of cross-border cooperation between Poland, Belarus and Ukraine. The second part focuses on selected theoretical aspects of evaluation ex ante and theory of programme building, while the third and main part, are the results and conclusions of the study.

Celem niniejszej pracy było dokonanie ewaluacji ex ante Programu Współpracy Transgranicznej Polska - Białoruś - Ukraina 2007-2013 w oparciu o kryteria: trafności, skuteczności, użyteczności i spójności. W pracy została zaprezentowana ocena Programu pod kątem jego sensowności, logiczności, spójności wewnętrznej i zewnętrznej oraz pod kątem możliwości realizacji poszczególnych celów Programu. Niniejsza praca składa się z trzech części. Pierwsza część porusza wybrane aspekty problematyki współpracy transgranicznej pomiędzy Polską, Białorusią i Ukrainą, druga część skupia się na wybranych, teoretycznych aspektach ewaluacji ex ante oraz budowy programów, trzecią zaś, największą część, stanowią wyniki i wnioski z przeprowadzonego badania.
