How does a regional, local event change into an international project, created together with global partners and how does its fame go beyond the Polish border? As shown in example of the Great Dragon Parade.

Praca poświęcona jest zagadnieniom związanym z rozwojem znaczenia sektora kulturalnego w Polsce, w ścisłej współpracy z Unią Europejską. Za przykład wydarzenia sektora kultury, które w dobry sposób obrazuje proces rozwoju imprezy o charakterze regionalnym w wydarzenie o charakterze międzynarodowym, współrealizowaną z zagranicznymi partnerami, posłużyła Wielka Parada Smoków.W pierwszej kolejności zbadana i opisana została zależność między procesem zarządzania projektami w kontekście wydarzenia kulturalnego, sposobów jego finansowania oraz możliwości, jakie daje Unia Europejska i początkom rozwoju programów dofinansowujących projekty kulturalne oraz rozwoju polityki kulturalnej w Polsce, regionie Małopolskim i Krakowie. W zakres pracy wchodzi również zapoznanie się z mechanizmem finansowania, celami i działaniami IX i XI Wielkiej Parady Smoków, odbywających się kolejno w latach 2009 i 2011, na podstawie udostępnionych w Teatrze Lalki, Maski i Aktora „Groteska” materiałów. Częścią kończącą tej pracy jest miejsce poświęcone omówieniu wyciągniętych wniosków i skomentowaniu poczynionych obserwacji w oparciu o refleksje, które towarzyszyły podczas jej tworzenia.

The piece is devoted to the topic of growing importance of cultural environment in Poland, in a close cooperation with the European Union. The Great Dragon Parade has been used as a perfect example of a cultural event that originates from a local festival and develops into an international show, being held by both Polish and foreign partners. As first, I analyzed the relation between the process of managing the project in context of a cultural event, the way of financing it, possibilities that the European Union is giving and the freshly developed programs supporting the cultural projects and the development of the cultural policy in the Lesser Poland region and Cracow. The text contains a part devoted to the mechanism of finances, goals and movement of the 9th and 11th Great Dragon Parade, (taking place in years 2009 and 2011), based on the materials shared by the Theater of the Doll, the Mask and the Actor "Groteska".The last part of this thesis contains all the conclusions and comments. It also reflects the observations made whilst creating it.
