The efficiency of self-government employees based on the example of local government in Gołcza. The main aim of the work is to present the means of measuring the aforementioned quality. This work consists of four chapters, three theoretical and one empirical. The first chapter concerns the evolution of the local government and its functioning as a basic unit - municipality. The second chapter applies to the issue of legal status of self-government servants. Subsequently, the management of human resources was discussed especially the recruitment, evaluation and development of the self-goverment servants. In the last chapter the analysis and valuation of the effectiveness of the self-government employees.

Głównym celem pracy jest przedstawienie funkcjonujących w urzędzie gminy w Gołczy mierników efektywności pracy. Niniejsza praca składa się z czterech rozdziałów, trzech teoretycznych i empirycznego. Pierwszy rozdział został poświęcony ewolucji samorządu terytorialnego oraz funkcjonowaniu jego podstawowej jednostki - gminy. W drugim rozdziale omówione zostały kwestie związane ze statusem prawnym pracowników samorządowych. W kolejnym rozdziale poruszono temat zarządzania zasobami ludzkimi w samorządzie terytorialnym, ze szczególnym uwzględnieniem procedury naboru, systemu oceny i rozwoju pracowników. W ostatnim rozdziale dokonano analizy i oceny efektywności pracy urzędników gminy w Gołczy.
