Opportunities and barriers to the use of public-private partnership in the development of the motorway network in Poland

Partnerstwo publiczno-prywatne jest jednym ze sposobów realizacji zadań publicznych, zwłaszcza tych, które wymagają wysokich nakładów kapitałowych. Istotą partnerstwa publiczno-prywatnego jest długotrwała współpraca sektora publicznego z sektorem prywatnym, której celem jest stworzenie niezbędnej infrastruktury rzeczowej, finansowej i organizacyjnej umożliwiającej świadczenie usług publicznych. Pomimo poczynionych w ostatnich latach postępów, Polska infrastruktura drogowa stoi przed wieloma wyzwaniami. Potrzeby są ogromne, a środki ograniczone, dlatego konieczne jest poszukiwanie alternatywnych form finansowania inwestycji infrastrukturalnych, które pozwolą ominąć ograniczenia budżetowe. Takim rozwiązaniem jest właśnie partnerstwo publiczno-prywatne. Odpowiednio zaprojektowane i wdrożone PPP pozwala przynieść korzyści wszystkim stronom współpracy, a w konsekwencji przyczynić się do rozwoju infrastruktury w Polsce.

Public-private partnership is one of the ways of providing public tasks, especially those that require high capital investments. The essence of public-private partnership is a long-term cooperation of the public sector with the private sector, which aims to create the necessary physical, financial and organizational infrastructure enabling the provision of public services. Despite of the progress, which has been made in the recent years, Polish road infrastructure is still facing a number of challenges. The needs are great and resources limited, therefore it is necessary to search for alternative forms of financing infrastructure investments that will avoid budgetary constraints. Public-private partnership is one of such solutions. Properly designed and implemented PPPs can bring benefits to all parties of the cooperation, and thus contribute to the development of infrastructure in Poland.
