Humanitarian aid in contemporary international law

Pomoc humanitarna stanowi współcześnie istotną instytucję prawa międzynarodowego, wywodzoną z zasady solidarności i odpowiedzialności międzynarodowej. W opracowaniu zawarto syntetyczny opis historii i podstawowych definicji związanych z instytucją pomocy humanitarnej.W pracy opisano współczesne tendencje prawodawstwa międzynarodowego dotyczące pomocy humanitarnej z uwzględnieniem aktów prawa Unii Europejskiej i Organizacji Narodów Zjednoczonych. Przykłady działań pomocowych opisano na podstawie działań agend specjalistycznych Organizacji Narodów Zjednoczonych i Międzynarodowego Komitetu Czerwonego Krzyża. Opisano także dwa casusy naruszenia prawa do pomocy humanitarnej przez państwa na przełomie XX i XXI wieku.

Humanitarian aid is an important institution of contemporary international law, deriving from the principle of international solidarity and responsibility.The study contains a concise description of the history and basic definitions related to humanitarian aid organization.This paper describes the contemporary trends of international law for humanitarian aid legislation including the European Union and the United Nations.Examples of the assistance described on the basis of the activities of specialized agencies of the United Nations and the International Committee of the Red Cross.Described as two cases violations of humanitarian law by the state at the turn of the twentieth and twenty-first century.
