WPŁYW DZIAŁAŃ SAMORZĄDOWYCH NA AKTYWIZACJĘ ZAWODOWĄ SPOŁECZEŃSTWA NA PRZYKŁADZIE MIASTA KRAKOWA

Celem niniejszej pracy jest zbadanie roli działań samorządowych w aktywizacji zawodowej mieszkańców miasta Krakowa, oraz określenie ich wpływu na wzrost poziomu zatrudnialności. W pracy skupiono szczególnie na działalności Grodzkiego Urzędu Pracy w Krakowie, analizie prowadzonej polityki prozatrudnieniowej oraz podjęto próbę oceny efektywności realizowanej aktywności. W tym celu zbadano również strukturę, poziom bezrobocia rejestrowanego i wynikające z tego potrzeby aktywizacyjne lokalnej społeczności. W toku studiowania literatury przedmiotu oraz analizy danych statystycznych, stwierdzono, iż aktywne programy rynku pracy realizowane przez Grodzki Urząd Pracy w Krakowie przyczyniają się do ograniczenia zjawiska bezrobocia i mogą wpłynąć na poprawę sytuacji na rynku pracy. Wymagają jednak właściwego podejścia, bieżącego monitoringu zmian zachodzących na rynku pracy, analizowania struktur popytu i podaży pracy i na tej podstawie prowadzenia działań aktywizujących i doboru właściwych kategorii beneficjentów. Wpłynie to zapewne na osiągnięcie wyższej efektywności prowadzonej aktywizacji i przyczyni się do mniejszych kosztów ponoszonych w ramach ponownego zatrudnia.

Examining the role of self-government action in the vocational activation of city dwellers of Cracow is a purpose of this work, and determining their influence on the increase in the level of employments. At the work they focussed particularly on activity of the Town Employment Office in Cracow, for analysis of the pursued employments policy and an attempt of the evaluation of the effectiveness of the activity carried out was made. For that purpose a structure was also examined, the level of unemployment registered and needs resulting from it activate of the local community. In the course of studying of the literature on the subject and analysis of statistical data, they stated that active programs of the labour market fulfilled by the Town Employment Office in Cracow were contributing to curb the phenomenon of unemployment and can affect the improvement of the situation on the labour market. However they require due attempt, current monitoring of changes happening on the labour market, analysing structures of the supply and demand of the work and on this base of the conduct of operations activating and of selection of the beneficiaries typical of the category. It will influence probably for achieving the higher led effectiveness of the activation and will contribute to smaller carried costs in frames another is employing.
