Najwyższa Izba Kontroli

Written my thesis deals with the Supreme Chamber of Control. It was the story of the formation of the Board since its inception in the Duchy of Warsaw by the Polish Kingdom, insurrection (November and January), Second Republic, the twentieth century until the adoption of the current law. In addition, the authority has characterized the relations of state control of other bodies and institutions such as the Sejm and the Senate, the President, the judiciary and local government units. The rest of the work contains information on the organization of the Supreme Chamber of Control. Describes the structure, position and the legal status and organization of workers. In this paper I presented the scope of the inspection carried out by the Chamber (subjective and objective), control the budget law and the criteria that guide the SCC when carrying out checks. The work contains its own comments on the functioning of the House.

Napisana przeze mnie praca magisterska traktuje o Najwyższej Izbie Kontroli. Została w niej przedstawiona historia kształtowania się Izby od początku jej istnienia w Księstwie Warszawskim, poprzez Królestwo Polskie, powstania (listopadowe i styczniowe), II Rzeczpospolitą, wiek XX aż do uchwalenia obecnie obowiązującej ustawy. Ponadto scharakteryzowałam relacje organu kontroli państwa z innymi organami i instytucjami tj. Sejmem i Senatem, Prezydentem, władzą sądowniczą czy jednostkami samorządu terytorialnego. Dalsza część pracy zawiera informacje dotyczące organizacji Najwyższej Izby Kontroli. Opisuje jej strukturę, pozycję oraz statut prawny i organizacyjny pracowników. W pracy przedstawiłam również zakres kontroli przeprowadzanej przez Izbę ( podmiotowy oraz przedmiotowy), kontrolę ustawy budżetowej oraz kryteria jakimi kieruje się NIK dokonując kontroli. Praca zawiera również własne uwagi dotyczące funkcjonowania Izby.
