Wind turbines in the municipality of Woźniki . Operation and expansion as an opportunity or a threat for local development?

Gmina Woźniki jest jedyną gminą w powiecie lublinieckim, na której to obszarze zlokalizowane zostały elektrownie wiatrowe. Inwestycje były na samym początku obiektem zainteresowań mieszkańców. Obecnie na terenie gminy funkcjonuje 11 elektrowni, a 12 jest w budowie (kwiecień 2015). Celem pracy jest uzyskanie odpowiedzi na pytanie czy funkcjonowanie i rozbudowa elektrowni jest szansą czy też może zagrożeniem dla rozwoju lokalnego. W niniejszej pracy podjęto próbę odpowiedzi na to pytanie analizując wpływ elektrowni wiatrowych na 3 aspekty: przyrodniczy, społeczny i gospodarczy. Dla każdego z zagadnień przedstawiono zalety i wady funkcjonowania elektrowni. Do określenia sposobu odbioru mieszkańców inwestycji energetycznej przeprowadzono wywiad środowiskowy zadając dwa pytania. Przy określeniu aspektu przyrodniczego i społecznego posłużono się danymi uzyskanymi z Urzędu Miejskiego w Woźnikach. Opisano również perspektywy rozwoju inwestycji i ich wpływ na dalsze funkcjonowanie gminy. W pracy uzyskano jeden zasadniczy wiosek, że elektrownie wiatrowe są szansą dla rozwoju lokalnego na przykładzie gminy Woźniki. Lokalizacja nowych inwestycji w OZE na terenie gminy może mieć znaczący wpływ na jej dalszy rozwój gospodarczy.

Woźniki Municipality is the only in the district of Lubliniec where there are located wind power plants in the area. The investments were the object of interest of inhabitants at the beginning. Currently, the municipality operates 11 power plants, and 12 are under construction (April 2015). The aim of this thesis is to answer the question whether the functioning and development of the power plant is a chance or perhaps a threat to local development. This dissertation attempts to answer this question by analyzing the impact of wind turbines on 3 aspects: the natural, social and economic. For each of the issues there are presented the advantages and disadvantages of the plant. To determine how residents receive energy investment community interview was conducted by asking two questions. In determining the natural and social aspect data obtained from the Municipal Office in Woźniki was used. Moreover, the paper also describes the prospects for the development of investments and their impact on the further functioning of the municipality. After writing this thesis there is only one fundamental assumption that that wind turbines are a chance for local development on the example of Woźniki. The location of new investments in renewable energy sources within the municipality can have a significant impact on its further economic development.
