Polityka wsparcia innowacyjności sektora MŚP na przykładzie Programu Operacjnego Innowacyjna Gospodarka w latach 2007-2013

The main objective of the work is to present the importance of the SME sector and innovation policy as well as the impact of the Innovative Economy Operational Program (IE OP) in 2007-2013 on innovation of SMEs. The subject of the dissertation is developed in accordance with the source literature and secondary data. The thesis verified the following research hypothesis: The effect of the Operational Program Innovative Economy 2007-2013 was to increase the innovation of SMEs. In the years 2007-2013, six operational programs were implemented with the help of EU funds, one of them was the IE OP. The main objective of the IE OP was to develop Polish economy based on innovative enterprises. IE OP was aimed at supporting SMEs in their attempts to gain funds for the implementation of innovative projects and for reinforcing their position in areas such as: research and development, synergy between science and business and enterprises among themselves. Except direct and indirect support, financial engineering instruments were used. The analysis of individual indicators, on the other hand, was used to evaluate the objectives of the Program. It can be concluded that the majority of indicators directly related to SMEs have reached the intended or higher than target levels previously assumed. On the basis of the analysis of secondary data, it can be argued that the implementation of innovations by SMEs over the years 2004-2014 did not increased. However, the indicators regarding conditions for innovative activity improved, which may result in increased innovation in the future.

Głównym celem pracy jest przedstawienie istoty sektora MSP i polityki innowacyjności oraz ocena wpływu Programu Operacyjnego Innowacyjna Gospodarka (PO IG) w latach 2007-2013 na innowacyjność MSP. Temat pracy opracowano na podstawie analizy literatury przedmiotu oraz danych wtórnych. W badaniu weryfikuję następującą hipotezę badawczą: Efektem Programu Operacyjnego Innowacyjna Gospodarka 2007-2013 było zwiększenie innowacyjności MŚP. W latach 2007-2013 realizowano sześć programów operacyjnych z funduszy unijnych, jednym z nich był PO IG. Głównym celem PO IG był rozwój polskiej gospodarki w oparciu o innowacyjne przedsiębiorstwa. PO IG miał wspomóc MSP w możliwości pozyskiwania środków na realizację innowacyjnych projektów oraz pobudzić ich działalność w sferach: badań i rozwoju, synergii nauki i biznesu i przedsiębiorstw między sobą. Oprócz wsparcia bezpośredniego i pośredniego stosowane były także instrumenty inżynierii finansowej. Analizując poszczególne wskaźniki służące do ewaluacji celów Programu można stwierdzić, że większość wskaźników bezpośrednio dotyczących MSP osiągnęła zamierzone lub wyższe niż zakładane wartości docelowe. Bazując na analizach danych wtórnych można stwierdzić, że wprowadzanie innowacji przez MSP na przestrzeni lat 2004-2014 nie wzrosło. Jednakże poprawiły się wskaźniki dotyczące warunków dla działalności innowacyjnej, co może skutkować wzrostem innowacyjności w latach późniejszych.
