Celem pracy jest przedstawienie roli Prezydenta RP jako arbitra politycznego, autor skupia się na genezie powierzenia tego zadania głowie państwa oraz praktyce jego wykonywania. W pracy zbadano prezydentury w latach 1995-2015, pod uwagę wzięto aktywność w obszarach - weta ustawodawczego, inicjatywy ustawodawczej, wnioskowania o kontrolę prewencyjną ustaw oraz prezydencką inicjatywę referendalną.
The aim of this work is to present the role of the President of the Republic of Poland as a political arbitrator, the author focuses on the genesis of entrusting this task to the head of state and the practice of its performance. The study examined the presidency in the years 1995-2015, taking into account activity in the areas of - legislative veto, legislative initiative, requesting preventive control of laws and presidential referendum initiative.
