Modele prezydentury w Europie na przykładzie Polski, Włoch oraz Francji

Tematem pracy magisterskiej są modele prezydentury w trzech państwach: Rzeczypospolitej Polskiej, V Republice Francuskiej oraz Republice Włoskiej. Wybór tych systemów ustrojowych jest nieprzypadkowy gdyż w każdym z nich prezydent jest inaczej usytuowany pośród innych centralnych konstytucyjnych organów państwa. W każdym z nich prezydent występuje jako republikańska głowa państwa lecz posiada inne kompetencje, uprawnienia czy zadania. Pierwszy rozdział przedstawia model prezydentury francuskiej, najsilniejszy model prezydentury z przedstawionych w pracy. Drugi rozdział przedstawia model prezydentury włoskiej osadzonej w systemie ustrojowym zwanym zracjonalizowanym parlamentaryzmem. Z kolei trzeci rozdział dotyczy modelu prezydentury polskiej, najmłodszego z przedstawionych w tej pracy, stanowiącego rozwiązanie pośrednie pomiędzy dwoma pozostałymi zaprezentowanymi w tej pracy modeli prezydentury. Praca w swej treści zawiera wiele odniesień do praktyki ustrojowej w tym także tej najbardziej aktualnej. Ponadto każdy rozdział zawiera opis genezy obecnego modelu prezydentury w każdym z wymienionych krajów szczegółowo odnosząc się do historycznych uregulowań.

The subject of the master's thesis are models of presidency in three countries: the Republic of Poland, the 5th French Republic and the Italian Republic. This choice of these constitutional systems is not accidental because in each of them the president has a different position among other central constitutional organs of the state. In each of them, the president acts as the republican head of state, but has different powers and tasks. The first chapter presents the model of the French presidency, the most powerful model of presidency presented in the thesis. The second chapter presents the model of the Italian presidency embedded in a political system known as rationalized parliamentarism. The third chapter concerns the model of the Polish presidency, the youngest of the presented in this work, which is an intermediate solution between the other two models of presidency presented in this thesis. The thesis in its content contains many references to political practice, including the most up-to-date. Moreover, each chapter describes the origins of the current model of presidency in each of the countries mentioned, referring in detail to historical regulations.
