Problems and challenges of small cities in Poland with particular emphasis on international cooperation - the casus of Lwówek Śląski and Powiat Lwówecki.

The subject of this work is the problems and challenges of small towns in Poland on the example of two self-government units - the city of Lwówek Śląski and Powiat Lwówecki. Basic information is presented on both of these units, which, due to their location in Lower Silesia, in close proximity to the state border with the Federal Republic of Germany and the Czech Republic, have great opportunities in the context of cross-border cooperation. The tasks of the local government were taken into account and examined in terms of international cooperation (e.g. the approved budget) - various laws and resolutions were analysed. International cooperation was divided into border and partnership cooperation and Euroregional cooperation. To a large extent, it functions thanks to financial support from the European Union. The purpose of the study is to analyse the situation of small towns in detail and to present current and future problems and challenges to be solved. The extent to which these will affect the lives of the inhabitants is also an important issue. This topic is important because it affects practically all of us - the residents of these small towns and the residents of nearby large towns or villages that interact with each other.

Tematem niniejszej pracy są problemy i wyzwania małych miast w Polsce na przykładzie dwóch jednostek samorządowych - miasta Lwówek Śląski i Powiatu Lwóweckiego. Przedstawione zostały podstawowe informacje o obu tych jednostkach, które ze względu na swoje położenie na Dolnym Śląsku, w bliskiej odległości od granicy państwowej z Republiką Federalną Niemiec i Republiką Czeską, mają duże możliwości w kontekście współpracy transgranicznej. Uwzględnione i zbadane zostały zadania samorządu terytorialnego pod kątem współpracy międzynarodowej (m.in. uchwalony budżet) – analizie poddano różne ustawy i uchwały. Współpraca międzynarodowa została podzielona na współpracę przygraniczną i partnerską oraz na euroregionalną. W dużej mierze funkcjonuje ona dzięki wsparciu finansowemu z Unii Europejskiej. Celem pracy jest dokładna analiza sytuacji małych miast oraz przedstawienie aktualnych i przyszłych problemów i wyzwań, które trzeba będzie rozwiązać. Ważną kwestią jest również skala, w jakiej będą one wpływać na życie mieszkańców. Temat ten jest ważny z tego względu, że dotyczy praktycznie każdego z nas - mieszkańców tychże małych miast oraz mieszkańców pobliskich dużych miast czy wsi, które oddziaływują na siebie wzajemnie.
