Artykuł prezentuje trudności związane z ocenianiem skuteczności wykorzystywanych w polityce rolnej instrumentów fiskalnych. Podejmuje także próbę odpowiedzi na pytanie: czy możliwe jest stworzenie jednolitego metodologicznie programu oceniania skuteczności stosowania tych instrumentów?

The article presents difficulties related to the assessment of effectiveness of the fiscal tools used in agricultural policy. The existing in theory rules of formation of effective public spending programs, with respect to the tools which affect agriculture, not in every case can find the application. First of all, it results due to the lack of adequate information and significant dispersion of resources.
