Wizje, koncepcje, strategie rozwoju obszarów wiejskich i rolnictwa w Polsce

The article discusses all the current governmental strategies for regional development, as well as the 16 strategics at voivodship (provincial) level, in regard to the subject matter within them involving agricultural and rural development. All of the aforementioned documents see the matter in hand as one of the main strategie ob-jectives and priorities. In particular, there is an emphasis on the restructuring and modernisation of an agriculture capable of competing on domestic and European markets: on changes in occu-pational structure and the multifunctional development or rural areas to ensure work and adequate income: on the overcoming of historically-conditioncd backwardness in the development of tech-nical and social infrastructure to create conditions for economic and civilisational development in rural areas; on the introduction of spatial order and the retention of environmental balance in rural areas, and on the safeguarding of the inter-regional balance (i.e. that between diversified regions), in such a way that polarisation and excessive disproprotions in the development of different rural areas be avoided. However, the attainment of all these goals will entail the formulation of a new philosophy where socioeconomic structural policy as regards rural areas and agriculture is concerned. In such a policy, agriculture and rural areas must become a matter of interest to the whole nation, since it will require the agreement of all politicial forces and the whole of society to the necessary transfer of resources required, if villages and agriculture arc to share in the benefits of the whole country's development.
