Wspólnota lokalna jest nie tylko tworem prawno-administracyjnym, służącym realizacji misji, celów oraz funkcji państwa i narodu, ale również grupą społeczną o określonych potrzebach, w tym potrzebie bezpieczeństwa. Istnieje szereg uwarunkowań determinujących funkcjonowanie gminy w systemie bezpieczeństwa narodowego oraz gminnego systemu bezpieczeństwa będącego, jak należy przypuszczać, elementem tego pierwszego. Istnieje również szereg uwarunkowań prawnych i organizacyjnych determinujących funkcjonowanie gminnego systemu bezpieczeństwa, jak również jego działanie w systemie bezpieczeństwa narodowego. Niniejszy artykuł jest wynikiem badań efektywności podsystemu kierowania bezpieczeństwem na poziomie gminy oraz wynikiem badań korelacji jaka zachodzi między poziomem bezpieczeństwem na poziomie gminy a poziomem bezpieczeństwa narodowego.
A local community is not only an entity of legal-administrative nature serving to realize a mission, purposes and functions of the state and nation but also it is a social group of specific needs, including the one for security. There is a plethora of conditions determining the functioning of community within the national security system as well as within municipal security, with the latter being, as should be expected, the element of the former. There are also many legal and organizational dependencies which determine the functioning of municipal security system as well as its workings within the national security system. The present paper is a result of the research on the efficacy of the sub-system for managing security operations at the level of community and of the investigations over the correlation between the level of security at the level of community and the level of the State’s security”.
