W artykule podjęto problematykę relacji między kosztami infrastruktury transportowej a wyborem strategii cenowej oraz strategii finansowania jej rozwoju. Przywołuje się stosowne w tej kwestii zapisy wybranych dokumentów Unii Europejskiej, w szczególności białej księgi i zielonej.
Transport infrastructure is still poorly used and underfi nanced for lack of transparency in the costs paid by users, lack of adequate funds and the absence of a framework conducive to investment. The White Paper (2001) ‘European transport policy for 2010 – time to decide’ brought already attention to the clear mismatch between the stated objectives of the TEN-T1 and the fi nancial resources available to the Community. On the other side with the immense growth of traffi c and transport more investment in infrastructure is absolute necessary, without high-performance transport networks, economies cannot be competitive. The creation and smooth operation of TEN-T which became offi cial Community policy 10 years ago, is a key condition for the success of the internal market to ensure sustainable mobility in an enlarged EU.
