Społeczna partycypacja w planowaniu budowy zbiorników retencyjnych w Polsce - ocena podejścia ludzi do kwestii przesiedleń

Kwestia przesiedleń pod inwestycje rozwoju gospodarczego jest zagadnieniem złożonym i wzbudza wiele emocji, zwłaszcza u osób, które znalazły się w strefie bezpośredniego oddziaływania danego przedsięwzięcia. Celem artykułu jest przedstawienie społecznej specyfiki regionów, na których planowano lub zrealizowano budowę zbiorników retencyjnych, oraz przeprowadzenie w tych regionach badań ankietowych mających zobrazować: wpływ przesiedlenia na status materialny i komfort psychiczny, znajomość praw i przywilejów wśród ankietowanych, występowanie okoliczności korzystnie wpływających na możliwość przesiedlenia, ogólne postrzeganie inwestycji dotyczących budowy zbiorników retencyjnych. Szczególną uwagę poświęcono zbiornikowi Racibórz Dolny w gminie Lubomia oraz zbiornikom rozważanym do budowy w gminach Radków i Międzylesie.

The issue of resettlement for economic development investments is a complex issue and evokes a lot of emotions, especially among people who have found themselves in the zone of direct impact of a given project. The aim of the article is to present the social specificity of the regions where the construction of retention reservoirs was planned or implemented, and to conduct surveys in these regions to illustrate: the impact of resettlement on the material status and psychological comfort, knowledge of rights and privileges among the respondents, the existence of circumstances favorably influencing the possibility of resettlement, the general perception of investments related to the construction of retention reservoirs. Particular attention was paid to the Racibórz Dolny reservoir in the Lubomia commune and to the reservoirs considered for construction in the Radków and Międzylesie communes.
