Stawki opłat za dostęp do infrastruktury w pasażerskim transporcie kolejowym

Celem artykułu jest zaprezentowanie - w kontekście obowiązującego prawa - systemu opłat pobieranych za dostęp do infrastruktury kolejowej w Polsce w odniesieniu do pasażerskich przewoźników kolejowych. Przeprowadzona analiza wskazuje, że sposób kalkulacji opłat za dostęp do infrastruktury kolejowej odgrywa istotną rolę w kreowaniu rynku pasażerskich przewozów kolejowych. Zdiagnozowane w niniejszym artykule wady obowiązującego systemu w Polsce wskazują na konieczność jego poprawy, mają one bowiem bezpośrednie przełożenie na faktyczną wysokość opłaty uiszczanej przez pasażerskich przewoźników kolejowych z tytułu dostępu do infrastruktury kolejowej.

The aim of the article is to present based on current binding law the system of charges for access to the railway infrastructure in Poland with regard to the passenger railway transport. The analysis shows that the system of charges for access to the railway infrastructure in Poland plays an important role in creating of the market of railway passenger transport. Identified in the article disadvantages of existing in Poland system of charges for access to the railway infrastructure shows that the system needs to be improved. The system influences directly the real amount of charges pa/d by passenger railway undertakings for access to the railway infrastructure.
