Ocena wdrożenia Dyrektywy 2007/38 UE w Polsce i Słowacji – doposażenie samochodów ciężarowych w urządzenia widoczności pośredniej

Oceniono prawidłowość kierunku wprowadzonych zmian w aspekcie minimalizowania zagrożeń wypadkowych. Omówiono również wymagania zawarte w dyrektywie 2007/38 UE o „retrofittingu" (doposażeniu) samochodów w zakresie urządzeń widoczności pośredniej. Wskazano na potrzebę zajęcia się wspieraniem w tym zakresie kierujących samochodami będącymi już w użytkowaniu. Ma to znaczący wpływ na system bezpieczeństwa uczestników ruchu drogowego.

The article comprises discussion and assessment of trends implementing requirements of the Directive 2003/97/EC on the retrofitting of devices for indirect vision to heavy goods vehicles. Requirements included in the Directive 2003/97/EC are compared with the requirements in the existing Directive 71/127/EEC (legally adapted by the Directive 88/321/EEC). Similar requirements can be found in the UNECE Regulation No. 46, amendments i and 2. The article provides assessment of the trends resulting from required changes to the heavy good vehicles in terms of minimizing the risk of accidents. It also evaluates the requirements of the Directive 2007/38/EC on the retrofitting of devices for indirect vision to heavy goods vehicles. The authors indicate the need to address the issue of indirect vision devices in heavy good vehicles already being in use. This has a significant impact on the safety of road users.
