System Zarządzania Bezpieczeństwem polskich operatorów kolejowych

Podstawowym założeniem wdrażanego obecnie w Polsce Systemu Zarządzania Bezpieczeństwem (SMS) przewoźników kolejowych i zarządców infrastruktury jest podejście procesowe. Zgodnie z dyrektywą 2004/49/WE System Zarządzania Bezpieczeństwem oznacza organizację i środki przyjęte przez zarządcę infrastruktury lub przedsiębiorstwo kolejowe w celu zapewnienia bezpiecznego zarządzania jego działaniem. System ten spełnia wymagania i zawiera elementy wymienione w załączniku III dyrektywy, dostosowane do charakteru, rozmiaru i innych warunków realizowanej działalności.

Main assumption of the Safety Management System (SMS) of the railway carriers, rail infrastructure managers (and also Entities Responsible for Maintenance ECM), which is being currently implemented in Europe is the Process Approach. In accordance with the Directive 2004/49/EC the Safety Management System signifies organization as well as the measures adopted by the rail infrastructure manager or railway enterprise on purpose to assure the safe management of its activities. The Safety Management System fulfils the requirements and contains the elements, which have been specified in the enclosure No III of the Directive, which are suitable to the character, size and other conditions of the activity being carried out.
